Senior Contracts Manager

 

Position Description

Negotiates new contracts and administers all phases of Government and commercial contracts from receipt to conclusion. Reviews, interprets and recommends acceptance and/or revisions to proposed or current Government projects. Also responsible to supervise subordinate contract administrators and clerical personnel.

Vice President of Contracts

Key Duties
  • Assists in pre-award negotiations with potential customers to substantiate the prices, terms and conditions requested to assure issuance of a contract. May head negotiations' team.
  • Participates in management meetings to determine costs, as estimated by cognizant departments, and arrive at optimum selling price.
  • May act as the company contact for spare parts and repair quotations. Prepares quotations and follows up with customer for receipt of purchase order.
  • Reviews proposed contracts to ensure that the price, delivery schedule, specifications, terms and conditions are consistent with the quotation submitted and company policies and procedures.
  • Monitors performance of assigned contracts to ensure delivery of correct items on time and to anticipate contract problems and coordinate solutions.
  • Initiates, arranges and coordinates such meetings. Presentations and discussions as may be required between Company and/or customer personnel for the exchange of information or solution of problems that arise during the life of the contract. Negotiates solutions to technical, financial and scheduling problems with customers. Requests and negotiates amendments or extensions to contracts.
  • Attends company/customer interface meetings on assigned contracts to protect contractual rights of the Company.
  • Obtains all approvals from a contracting agency, as necessary, to prevent unallowable expenditure of funds. Obtains additional funds for contract modifications of all types and prevents internal company changes without proper contractual cover.
  • Interprets customer’s requirements and specifications as required in the contract and transmits such information to the appropriate individuals within the Company for compliance.
  • Prepares and issues internal work authorization documents to cognizant departments detailing respective responsibilities and authorizing the charging of time and material costs.
  • Ensures that contract requirements after delivery are completed, such as by reporting inventions, royalties, subcontracts, inventory, etc.
  • Responsible for final close-out of contracts including the final filling and retention or disposition of customer-furnished material. Makes final review and submission of required forms to ensure that all requirements of the contract have been fulfilled.
  • Identifies and maintains close contacts with appropriate personnel in customers’ organizations or in government agencies for the issuance, review, execution and return of contractual documents, to exchange technical information and to be aware of potential future business.
  • Liaison to obtain and process necessary documents such as shipping instructions, contract amendments, letters of credit, etc.
  • Maintains and controls all contract files.
  • Performs other similar related duties as assigned.
  • Maintains a positive work environment by professional and courteous conduct and communications with others, including supervisors, co-workers, clients, and vendors.
Educational & Experience Requirements
  • BS Degree in Contracts, Accounting, Business Administration, or equivalent
  • 5-10 years experience in Contract Management from the "seller" side
  • Strong understanding in ITAR, FAR, DFAR and EAR
  • Strong Management Skills
